There are a few IDs that qualify, but as far as I can figure out, wvery one of them requires her to have current or past employment of some kind or a record a BIR. She has none of that. Just a paper copy driver's license, NBI clearance, expired college ID and birth certificate. That used to be enough, a few years back (with ex filipina gf)
She has postal ID as well but thats not on the DFA approved list. She also applied for voters ID but has not yet been issued a card (after 5 months even).
Any Filipino can apply for SSS and pay a monthly minimum amount as self-employed. I did this for my girl and she has SSS benefits for after I am dead and gone plus she is in the system with benefits and got registered into GSIS also. Both work for getting Passport. Not difficult to do and the SSS office is almost next door to Lee Plaza Hypermart in Bagacay. Another thing you will want to do if you plan on traveling overseas with her is set up a bank account in her name so she can prove she has funds to travel on her own. That is important or the customs fellows may not let her leave the country with you. Doesn't mater if you are married either. New law about 4 years ago.

Easy and quick to get a drivers licence, my helper went out yesterday and was back home for lunch with her drivers students licence and also had a medical, total cost less than 500
Yes, she did that, but she has been waiting 2 months for a plastic license and the guard at DFA would not let her in with the 'paper license' that the LTO issued her. Guard said it was not good enough and she needed the plastic but . . . no stock. She is going to try again tomorrow. If she can get past the security guard (who should be minding his own d*mn business but he wants to 'help') then she may get somewhere using the paper copy of the driver's license (I hope).
