I watched the video again and I don't see where this guy quoted the law. It may not be the law. This guy gets so much stuff wrong, I watched a half dozen of his videos and dismissed him as a credible source of information a few months ago.

We did have a thread about that law a while back ago and his assessment seems to be in line with how most people interpreted it. Now if it is enforced or not....who knows, probably depends on which LTO branch you go to or even which employee you talk to.

As far as vehicle purchases goes, I'm with Wrye - I have had a string of big bikes (and a few xrm type ones) all bought new and licences don't come into the equation.

A blind man can buy a car, but they will eventually need a driver's license to operate it.

I may disagree with you on this one. :o o: I see people driving around Dumaguete who by the driving style they demonstrate must be blind. Maybe the are driving without a license... but again that would be normal here. :o o: lol

And who is going to be stopping the blind man to see if he has a valid drivers license? I have rode wheelies on my sports bike in the city directly in front of the cops just to see what they would do.....big smiles and thumbs up in the air. They really do not give a crap how you drive here....the only give a crap AFTER you have had an accident. They won't even consider stopping you unless there is a checkpoint setup.....and you can turn around and drive the other direction if you don't have the proper paperwork.

I walked into McD's once and ordered a #5. The chick at the counter had no idea what I was talking about it. I pointed at the menu and said #5, still nothing. I leaned over the counter, stretched and pointed. Good thing she got it that time because my next move was to launch a spit-wad at the menu.

The salary of a McD's worker is probably greater than the base salary of an LTO worker. And I'm sure the technology at McD's is far more advanced. I have seen government offices here which had typewriters. These offices make McD's look like mission control for the space program.

With all that technology, if McD's front lines can't make the connection that #5 = cheeseburger (with a huge sign declaring as such) then what hope do they have at the LTO?

Some of this is not new, it has always been the law that you have 90 days on your foreign license, seldom enforced unless you have an accident. and if some Citom makes a big deal of it slip him a few hundred pesos. Two. I guarantee, with the LTO money talks. The price will just go up. When I renew my motorcycle registration for example, I never even set foot in the LTO, nor is the bike inspected. Smoke test first, then to the "facilitator".
Three: foreigners abandoning vehicles? come on, there are more filipino unregistered, expired, and repossessed bikes than any amount of foreigners leave behind. It is simple to sell a bike here, and has nothing o do with leaving the country, just need an open bill of sale. So the reasons are bogus, even if the law is on the books.

    I don't know.
I am a newcomer here and I have some information to share. For starters I did not need to show a license to buy my Scooter in Tagbilaran. And as far as acquiring a new license they require a visa showing a 1 year visa. Or in this case being married. There is another option. An international drivers license. These are available at some major cities like Manila and Cebu. In Cebu they say it takes 3-5 business days to acquire so plan on making 2 trips or staying over. I plan to stay over due to the fact I can renew my visa for 6 months there. In Tagbilaran it is only 2 months. Not sure of how long I can renew for when I move to Dumaguete.AAPhilippines | Automobile Association Philippines. This is the link for the international license. Also I found that there is a 5000 php for driving with an expired foreign licence. Note this is 3500 higher than driving without a license. lol you just can't make this stuff up.

So when you get caught by a checkpoint having an expired foreign license, better tell the cops you have no license, it will save you @least 3500 peso.
