Dave, I used that road. When the guards asked me where I was going, I told them the jeepney terminal and they will wave you through. I actually did go to the Jeepney terminal, that is where I park when I go to Robinson's.

I use that road all the time with the car, nobody ever bothered to ask where I was going to.

Do you have a gopro, video editing software and a YouTube account? I would like to see these "facts" backed up with some evidence.

Whenever I see the traffic jams of motorcycles who have wormed their way to the front of the line, I think: Thank God these guys don't all have multicabs, which take up so much space and go so slow. If they were all driving multicabs the traffic would be backed up all the way to Amlan.

What do you mean 'few are permitted to use it' ? I use it every day and there doesn't seem to be any restriction on it.

If the guard is at his post he will stop you, usually he is of to the side relaxing in the shade to far away to notice if your not looking for him. Easy enough not to see him, or hear him if one of the odd occasions he yells for you to stop. Why exactly they are there? (One on each end) I have no idea, they don't either.

"Everybody" seems to know it is off limits though, otherwise why would they all wait in line in front of the mall to turn right heading north? South maybe as you have to cross traffic twice but north would be faster for sure.

If I'm coming from Bacong and heading into town, or north, I always use that road. There's always one or two security on duty, but they've never shown any interest in me. Never seen any security at the other end. It's an excellent way to avoid that busy junction with the Valencia road.

The on the spot parking ticket should work when it's at least 3% of the driver's monthly income. Will it still affect the votes if done nationwide? I hope something could be done on sidewalks--trees/plants whatever so the city doesn't look like a war zone and people could start walking instead of taking the trike. To walk from SU to the PO seems unthinkable.

I have walked from 1 kilometer south of Robinson Place Mall to 1 kilometer (maybe a bit further) and back many times. Some areas you have to watch where you step a bit more than others and some areas you better be paying extra attention to traffic. Not only thinkable, but doable.
