Surely they are not all pleased with the situation? 25% may be too many anyway, I said if 5% were bad apples that is one thing, 25% sounds like they can hold out until everyone joins them. If there are no repercussions, everyone will join the non-payers or move away eventually.

Question it all you like, the law is very clear: libel is defined as a public and malicious imputation of a crime, or of a vice or defect, real or imaginary, or any act, omission, condition, status or circumstance tending to discredit or cause the dishonor or contempt of a natural or juridical person, or to blacken the memory of one who is dead. The law in the Philippines is VERY different than most common sense defamation laws. It does not matter if what you say is true or not, if your intent was to harm, shame or discredit a person you risk spending 2+ years in prison.
