They couldn't enforce the helmet law because the people complained...how much more complaining do you think would be heard if people had to take a test....people who think they can drive because they knew how to ride a bicycle. They think because they can ride a bicycle, they can ride a scooter. Then, before you know it, they are behind the wheel of a car, without one iota of driving knowledge.
I don't think re-testing people will improve the driving at all. The written test might be a challenge to pass. My wife had to write her test recently (and failed twice). Here are three examples from the test; 1) what does two solid lines at the center of the road mean? a) barangay road b) provincial road or c) national road Her answer was no passing either direction which was not a choice. 2) when parked on a hill, do you aim the wheels a) toward the curb b)straight ahead c) toward the road She said a)....opps wrong. The correct answer is c) acorrding to the LTO 3) what does a triangular sign with the letter "L" mean a), b) and c) where whatever, There is no such sign. It looks like the LTO needs to teach their examiners how to drive before they start testing anyone.
Really sounds like San Francisco as well as Dumaguete, especially #2. #4 really doesn't apply to SF because traffic really does stop for pedestrians.. Driving, walking they all really depend on educating the public, and Dgte is really in trouble if people dont' start thinking. Actually the cars in Dgte have fewer dents than the cars in SF, and SF has over a hundred thousand stop signs and red lights. I am continually impressed how much easier traffic flows here than in SF, Cebu, or Manila. I know, I know, don't start, because i already know that if i found a city with less traffic, it would also have fewer restaurants, fewer markets, fewer services.
My wife used something similar that she found online. She knew and understood all the answers. It appears the LTO are the ones with the comprehension problem. Good luck to your wife.
