I have tried to watch one of the bootleg DVDs that was being played at someone's house and I was left with the impression that they deserved more than a slap on the wrist for probably causing misery to thousands of people. In all seriousness though, I believe that just because the death penalty is on the table for the most egregious offenses that it wouldn't always be imposed. South Africa had the death penalty for driving under the influence, I don't know if they still do. I doubt they executed every drunk driver convicted though.

There will never be room in the already crowded prisons to hold all of those awaiting trials (for years and years) for the crimes mentioned. Most will be let loose and never be held accountable anyway.
They could always do what the US has done with the privatization of prisons. No way that could go wrong.
