    (You will see an Afghan flag occasionally pop up when I post using my mobile internet....which has actually improved quite a bit from when I was here last. I can now quite reliably stream YouTube from the Afghan mobile networks. Unfortunately, Afghanistan has also added quite a large number of websites to their "naughty list", which spoils a whole lot of my online "entertainment".)

    We run a small resort here and have been working at renewing our permits for nearly a year..We pay taxes every quarter, have paid all the fee's for the yearly fire inspection, building inspection, sanitary permit etc etc etc..We were told not to worry about a permit as we have all the receipts. No one has come to do the fire inspection, building inspection, sanitary inspection and we cannot get a Mayors permit until these inspections are done.. That's my answer..

    The number is massively low, maybe they didn't check to make sure they are real permits. The permit situation is very expensive for a small business in Dumaguete and very very tedious and long in most cases unless you grease the wheels. There are also quite a few people who do your permit for you but the majority of them end up with fake permits being handed over to you but it was far cheaper.

    Add in many of the places can't get a building permit because how far back the business is from the street keeps changing or the street creeps up on them everytime its redone. Many business's that were built and great 10 years ago no longer are eligible without moving the entire building back a bit. Of course greasing the wheels a bit helps sometimes as well but not always because someone much more powerful may want to make sure said building permit can't be renewed so the property hopefully gets sold.

    Nope, not unless they have friends. Also a building may have been vacant and then rented and new business owner is seeking a permit and while a previous business may have had a permit a year before that passed building inspection as far as distance from the curb their is no guarantee the new business in the same building will qualify as well.

    My expectation would have been the building would have a zoning waiver for building setback and it would not be an issue for a business license. Another example of this is the Philippines, not our home countries. Our lars and practices are irrelevant here, the local law of the land applies - to every situation.
