The retards in Cebu. They find it perfectly ok to issue a certificate to a Filipina who met a guy online last month, had never met in person but are now engaged and the girl will be meeting him in person for the first time in his home country and get married a short two months later. Yet, refuse to give a girl a certificate to travel with a foreigner she has personally known for years, met in person, lived with, traveled with locally, has pictures together, etc. The process is a complete joke and does absolutely nothing to prevent mail order brides. All you have to be willing to say is that you are getting married to the Filipina and they will sign off on anything. I'm sure nobody will be surprised by this but once you pay the P400 registration fee you do not get any money back if they refuse registration into the program. She is 24 until October. I'm going to go about this in a different way.
She is still in Cebu trying to get the CFO certificate. I have resorted to telling them what they want to hear in the "letter of intent". If that doesn't work she will be hired by my LLC to be able to prove she can support herself on the vacation.
VERY GOOD Advice in that link! When I first came here I always gave a little something, but after several beggars RUDELY refused food and demanded money instead, I spat the dummy at them! I now only give food (if I have packed left overs from lunch) to women with small kids (never had a refusal) and never give money anymore. I have found the men to be VERY RUDE if I try and give food instead of money, so now just ignore them and walk past without even making eye contact...
Alright, so after telling the CFO what they wanted to hear she was able to get the certificate. I'll create a new thread with all the requirements and documents I submitted to convince them to sign off on it in case anyone else needs to go through this BS.
BTW, the certificate CFO gives out looks like absolute sh*t. (Alignment is way off, words overlap each other, things are off-center...pathetic). If I were immigration and presented with BS looking certificate I would think that some retard had tried to make one themselves.
The version we got from Manila is small, about 2 inches of standard width paper, but other than that is professional enough looking. In the end, as long as it works.
As I understand it, the value is in sufficiently scaring the attendee that there are lots of bad people out there and that if you are unlucky enough to find one, go to the Philippine Embassy or call this number and they will help you. As for the looks of the certificate, does it really surprise you? After having gotten several birth certificates, each of which looks a little different, I can't say that I'm surprised.
