I thought this was a decent analysis of the Bohol incident. BTW, I wasn't really too sure about the veracity of Rappler, but apparently the author is a respected journalist and the website itself seems to get pretty good reviews.

CPP says US involved in Abu Sayyaf attack in Bohol

The Communist Party of the Philippines (CPP) on Friday accused the United States of being behind the Abu Sayyaf attack in Bohol.

“The news stories regarding the supposed arrival and presence of members of the Abu Sayaff criminal bandit group in Bohol island smacks of a US yarn,” the CPP said in a statement.
It questioned statements from the Philippine government and called the military operations “overkill.”
“The Philippine Air Force dropped nine bombs in Barangays Napo, Calenti and Banahao in Inabangan forcing at least 1,200 local residents people to evacuate,” it said.

“The AFP media office, known for spinning fake news stories, has produced a highly dubious story of no less than 60 fully armed men who traveled three hundred kilometers by boat from Sulu to Bohol, unhampered by the whole AFP establishment, then upstream to a place unknown to them with only a general plan to ‘target tourists,’” the CPP said.

Earlier this week, members of the Abu Sayyaf arrived in Inabanga, Bohol.

Units of the Armed Forces of the Philippines (AFP) were later deployed in a bid to neutralize the bandit group. Residents evacuated amid the firefight.

Reports said airstrikes continued until midnight of April 11.

An Inquirer report said some of the people killed who were identified as bandits were later revealed to be residents.

The CPP said it was suspicious that the US issued a travel advisory days before the incident, warning its citizens against traveling to Cebu and Bohol because of a “terror threat.”

“This story is a typical of the tall tales spun by the US Central Intelligence Agency and their conspirators within the Philippine defense and security establishment,” it said.

The CPP, which has been waging the longest communist insurgency in Asia, alleged that the Abu Sayyaf has “long been collaborating with the AFP and the US military

A Kuwaiti man suspected to be a member of the Islamic State group was Friday deported by the Philippines to face charges at home, a justice department official said.

Hussein Al-Dhafiri, one of the two suspected IS members arrested in the Philippines last month, was flown out of the country to Kuwait, undersecretary Erickson Balmes said.

A statement from the Kuwaiti embassy said Dhafiri was due to be tried in his home country.

"Evidence obtained by Kuwait's state security agencies also showed that he is planning to carry out terroristic attacks in the State of Kuwait," the statement said.

Dhafiri was arrested along with a Syrian woman Rahaf Zina, also named as a member of the jihadist group.

Zina and Dhafiri married after her high-ranking IS commander husband was killed in Syria, said Justice Secretary Vitaliano Aguirre.

He earlier said the pair had entered the country as part of plans for "a bombing operation" in the Philippines or Kuwait.

Philippine President Rodrigo Duterte has warned that IS members might make their way into the country by infiltrating its Muslim communities, concentrated in the south of the largely Catholic country.

The Philippines has been battling with Muslim extremist groups for years in the remote southern region, some of whom have since pledged allegiance to IS.

ISIL-linked group executes Filipino fishermen abducted last year as army pursues all-out-war in country's southwest.

The Philippine army says Abu Sayyaf fighters have beheaded one of four Filipino fishermen they took captive in December.

Brigadier-General Cirilito Sobejana, military commander on the southern island of Jolo island, said on Sunday the boat's captain had been executed in the jungle near the town of Patikul on Thursday but that his remains had yet to be recovered.

Noel Besconde was abducted along with three crewmen by the Abu Sayyaf group, which has ties to the Islamic State of Iraq and the Levant (ISIL) group, in December while on board a fishing vessel in the Celebes Sea.

Philippines: Medical workers demand protection from armed groups
Abu Sayyaf is a small group known for beheadings, kidnappings, bombings and extortion in the south of the mainly Catholic country.

Sobejana said it was possible the abductors beheaded Besconde because he was sick and had become a liability

"The reason why he was beheaded is that he was delaying their movement," Sobejana said. "They [Abu Sayyaf fighters] are highly mobile and we are pursuing them."

Troops have not yet found Besconde's body, but Sobejana said the military received a video of the beheading.

Sobejana said the group had demanded about $60,500 as ransom for Besconde's release but the government maintains its policy of refusing to pay ransom.

The Philippine army has declared all-out war againt Abu Sayyaf on the islands of Jolo and Basilan, but is constrained by the group's presence among large civilian communities.

Rooted in separatism
Abu Sayyaf has its roots in separatism, but its activities are mostly banditry and piracy. It has invested the profits of its business in modern weapons and fast boats.

Sobejana said the Abu Sayyaf is still holding Besconde's crew, along with more than a dozen foreign nationals in Jolo, which is the primary island of the province of Sulu.

The group last year beheaded Canadians John Ridsdel and Robert Hall. An elderly German, Jurgen Kantner, suffered the same fate in February when a $600,000 ransom demand was not paid.

The army said on Wednesday that an Abu Sayyaf leader who was directly involved in the kidnapping and execution of the Ridsdel and Hall was among those was killed by Philippine troops during clashes last weekend on a resort island.

Abu Sayyaf beheads Filipino hostage

MANILA, Philippines - The Abu Sayyaf has beheaded one of its Filipino captives in Patikul, Sulu, the Armed Forces of the Philippines (AFP) confirmed yesterday.

Noel Besconde, one of the crewmembers of F/B Remona seized in the Celebes Sea in December, was executed at around 2:30 p.m. on April 13, according to Brig. Gen. Cirilito Sobejana, chief of Joint Task Force Sulu (JTFS).

Sobejana said they received the information on the same day, but did not confirm it until the AFP secured a copy of a video of the killing allegedly perpetrated by the group of Abu Sayyaf leader Hatib Sawadjaan.

The search and retrieval operation for the victim’s body is ongoing in the western part of Patikul.

“We have confirmed it because we have seen the video and we have reports on the ground. We are now doing our best to locate the cadaver and bring the body to the family,” Sobejana said.

The military said the beheading was more of a necessity on the part of the bandit group, as the victim was reportedly getting sickly.

Sobejana said dragging a sick captive hampers the movement of the bandits, who have constantly been on the run to evade pursuing soldiers.

He said the group had probably contacted the victim’s family to ask for P3 million as ransom, which they failed to obtain as the Bescondes are not rich and the military is firm on the no-ransom policy.

Initially, the AFP did not believe the information, thinking it was just propaganda.

Sobejana said the video showed scenes not similar with previous beheadings wherein the terrorists appeared first to be doing some rituals.

“This one showed the killing was done in haste,” he said.

In February, the Abu Sayyaf beheaded the 70-year-old German, Jurgen Kantner, for failure to pay P30-million ransom.

Pursuit operation
Pursuit operation against the Abu Sayyaf bandits who stormed Bohol last week is ongoing, even as AFP chief Gen. Eduardo Año declared that the terror threat in the province is over.

“Our assault team continues scouring the area,” he said, noting Army soldiers are hunting down the remaining bandits including Joselito Melloria, alias Alih, whose photographs are being distributed in the island.

Melloria allegedly served as a guide for Abu Sayyaf in Inabanga, where an encounter broke out last Tuesday and resulted in the death of four bandits, three soldiers and a police officer.

Año said the swift military and police action resulted in the killing of Maumar Askali, alias Abu Rami, leader and spokesman for the bandit group.

Año earlier expressed confidence that the military could eliminate the Abu Sayyaf by June 30.

‘Show must go on’
The Bohol clash between the military and the bandits will not deter a scheduled conference of the Association of Southeast Asian Nations (ASEAN) in the province on April 19-20.

The Department of the Interior and Local Government (DILG) gave assurance that security measures are in place to protect the participants and delegates and secure the event.

“The military and the police are on top of the situation. We assure delegates, tourists and residents we are exerting our best efforts for Bohol,” DILG officer-in-charge Catalino Cuy said.

Abu Sayyaf beheads another kidnap victim: AFP

MANILA- The Abu Sayyaf Group (ASG) beheaded another one of its kidnap victims last Thursday, the Armed Forces of the Philippines confirmed on Sunday.

In a text message, Col. Cirilito Sobejana, commander of the Joint Task Force Sulu said Noel Besconde, crew of FB Ramona was beheaded at the vicinity of Western Patikul, Sulu.

Sobejana said the ASG sub leader Hatib Hajan Sawadjaan did the beheading.

Besconde was abducted along with 3 others along the waters of the Celebes Sea late last year.

Sobejana added that Besconde was "reportedly very sick" prior to the beheading.
