    If someone is so drunk that they pass out and throw up on themselves then they have alcohol poisoning (their body is trying to get rid of the poison by ejecting it from their stomach and cutting off non-essential functions - consciousness - so that it can focus on dealing with the poison and focus on just staying alive). Calling 911 is not only for police, it can be for medical emergencies as well. If someone has loss consciousness because of alcohol intake then just taking them home and putting them in bed could lead to their death. They could throw up and choke on their own vomit or, since alcohol is a depressant, they may stop breathing...which usually leads to death.

    This was what I was trying to say. Thank you for explaining it well. In Japan, it is unlawful to take a patient in an emergency situation to the hospital yourself. Call 911 or in Japan's case 119 even if you think it's faster for you to drive the patient to the nearest hospital than calling for an ambulance.

    It makes sense for it to be illegal for the average person to move someone who so sick or injured that emergency services needs to be called. You don't know if there is internal bleeding, you could drop them and cause more damage, they may have other injuries that may cause irreversible damage if they are moved in the wrong way or you may contract a disease from them if you came into contact with their bodily fluids (this would be my main concern with the average expat drunkard in the Philippines).

    In Japan you can't even if an unconscious person is breathing normally.

    Same in Australia, the 'patient' can actually sue you if they feel further injury was sustained due to negligence...

    I Philippines you think call to 911 will help you with persons who have knowledge to handle all that kind of situations ? Come on that f**king naiv, even first aid the driver of ambulance have any knowledge about. Yes, I had that experience in person. Don't help anyone, stay safe, think at your self

    Finally, someone with a sensible grasp of the situation. Whoever calls 911 is gonna be responsible for the hospital bill. Try it some time if you have a sick friend. I never tried the 911 in Dumaguete but if you call for the ambulance you sign for the admission. I cannot picture 911 as being any different. Who you think is gonna pay? You think they are gonna take an unconscious drunk anywhere for free?
