Don't be to sure. I made a case with the police against someone for vandalism, breaking and entering, destruction of private property, and one type of burglary charge. Went to the police and filed a report. Was told that they couldn't do anything unless I pressed charges and as a foreigner I don't have access to the public attorneys even though it was criminal charges I was looking to press and not civil (I wanted the 2 years prison time the laws mandated and didn't care about a settlement). I was told I still had to file my own charges which I could write up myself or pay a lawyer to write up and then the public prosecutor could take over. I went with the lawyer option and paid 10k for a lawyer to write up the criminal complaint and sent it to the public prosecutor. The public prosecutor called us both in just shortly before the other person filed *attempted murder* charges against me because when they entered my property through breaking and entering I forced them out which resulted in a bruise on their arm and leg which they claim could have lead to loss of life if not properly treated. The public prosecutor laughed their case on me off and threw that out but then decided to ignore my case which was cut and dry completely and let the person off fully. So next time you want justice handle it yourself. The police won't do sh*t and neither will the laws or those sword to serve the laws.
If you read further in the thread, DW explained: "You don't need money to report a crime in the US." was what I was getting at.
To clarify, Bureau of Immigration will act on complains of the foreigner being out of status, as in running a business while on a tourist visa. Other crimes by foreigners go to the police. The BOI will also blacklist a foreigner upon instruction of another government agency.
It is pretty hard to get someone blacklisted. Very uncommon. There is also an appeal process. Will cost a fortune and you will have to pay lots of people off to get the blacklisting removed but a blacklist isn't necessarily the end of the line for a foreigner.
