I bought my KLX last August and am still waiting for the number plate. Received the OR/CR in December, before that the only thing I had was kind of a certificate from the dealer (gud moto on South Hwy) stating vehicle details and that I'm the buyer. Their explanation was that after the election last summer things had been reorganized / responsibility for registration moved to the LTO in cebu, and they were that slow.

Been driving 5000km as of now, never got stopped at a checkpoint so I cannot comment on what might happen if. Anyway I'd never thought of not driving a brand new bike just because they don't get their bureaucracy in order. I think I even went on the ferry to siquijor with just that certificate once without problem.

It appears that most of the financing is done by the dealers themselves (?), so you cannot expect them to give you a big incentive to pay cash since this reduces their profit big time. I got just php 500 discount for the Klx (priced around 120k). When buying a scooter in Lapu Lapu it went so far that the desired new model was only available for financing, not for paying cash. Got a reasonable deal on the slightly bigger but older model though.

Thank you for this, it answers a couple Of Questions I meant to ask. Some of my paper work bears the signature of the Dumaguete Commissioner and others bear the Signature of another LTO Commissioner although not a change of Commissioner as my latest Stuff is from Dumaguete LTO
So I can now understand this

Okey went to the dealer today, the manager was not there in the morning (he knew I was coming today, as today was the deadline I set for them).. So we came back in the afternoon.. Once again his not there, but he had given my documents to another employee with a note..

They gave me receipts and other photocopies of documents proving they processed my registration at LTO on 12th of May and had note saying it will be done in 7 days.. So they gave up their 2-3 months trash talk and transitioned to the 7 day one. Meaning I can (at least should be able) to pick up my registration documents this Friday according to the dealer as well as LTO.

I may be wrong on this but I think the interest rate is about 50% p.a. The capital will amortize over the loan period, so the cash amount of interest (based on the capital outstanding) will decrease each month and the monthly payment will become more and more capital repayments rather than interest. But as the capital sum owed declines and so does the interest paid per month, they remain in balance at about 50% p.a.

I think you are correct on this as my Wife recently mentioned to me the payments had dropped since buying the Scooter, and that she was paying what they were asking each month when she went in to pay for it, so I explained to her that the loan will most likely exceed the 3 year agreement if she is paying the minimum amount instead of what we had originally agreed to pay from the beginning, I told her to stick to the 5K a month so we can pay it off faster! I *think* she now understands...

As it seems, LTO currently can take up to 3 months processing the registration regardless of the law and what the head of Dumaguete LTO says. Meaning that my motorcycle is still not registered. However, it is confirmed that the dealer did send the papers to LTO in Cebu.

And it got worse since then it appears.

Just bought a new bike at DuEkSam and it is '3 to 4 months'. They gave me 4 print-outs (one for the first week, 3 for the following with fake dates of sale) of the '7 day without registration' piece of paper to cover the 4 weeks until first service without having to ask for them. Seems to be the way to go at the moment.

Did anybody actually try to call LTO in Cebu about this? I'd really like to know whats up with this and especially why registrations of bikes bought in Cebu apparently go way faster. In other news, still no number plate for the KLX, 14 months and counting.

17 months and counting for my Kymco.
Thanks for making me notice this thread though, I'll go ask for proof of their application for the numberplate for my bike, and if they fail to produce that I'll write a letter to Kymco saying I will hold them liable for any "no plate" related fine I may get. Maybe that will get them to move things along a bit faster.
I won't get my hopes up too high though. Sofar LTO and the dealer keep blaming each other and I don't see that changing any time soon.

WEIRD how they do things here! The Wife got her friend to ride her Yamaha to the Smoke Test center last Monday, we went in by Jeepney and met up with them. They paid for her Registration to be renewed via the guy who did the Smoke Test. Fast forward to today (Monday Week later) and her friend has the Registration Papers ready for her to pick up! The Wife did not need to go anywhere near the LTO! :o o:
