You may be better off writing to their head office with a polite request. Philippines is not really a litigating culture. You should also realize that a judge will give the benefit of the doubt, if any, to a filipino over a foreigner. If you even raised your voice at the check in counter that can be construed as unacceptable behavior as I showed in bold text.

Dude, thanks for your interest. I think I've said enough about the specifics of my case. I'll just say that it's open and shut. No room for misunderstandings. It was blatant violation on their part of a contract for carriage.
Naturally, I've tried to work it out with Cebu Air; and it has not resulted in a settlement. Once it became crystal clear that it was their fault, they quit communicating. Thus, I'm looking for legal representation.
