LTO Advisory Updates on the Roll-Out of DL Card with 5-year Validity We wish to inform our valued clients that LTO Region VII has started installing the computers with its peripherals for the printing of the DL card with 5-year validity region wide (19 offices). The new designed DL card has a biometric system - fingerprint and face capturing. So client has to come personally to the LTO office where he/she got his/her license for the enrollment in the biometric - fingerprinting (10 fingers) and photo taking. Blood type is an additional information that must be encoded to the system. However, we are still awaiting the installation of internet connection with higher mbps (min 15 max 100) by PLDT & Globe. As of November 10, 2017, PLDT has installed in 4 offices. Both PLDT & Globe assured us that they can install in due time. As soon as the following offices (Mandaue City, Cebu City, DLRO SM City, Talisay City, Lapu Lapu City, Tagbilaran City, Dumaguete City, DLRO Robinson Dumaguete City) with high volume of transactions (backlog + current) will be installed with the required mbps, we will immediately schedule the roll-out then printing & releasing will commence. So will they trust me if I tell them my blood type, or show them a card with my blood type on it? Or is this another test? And they still are not giving out a date when I can go pick it up.
Would certainly suck to die of a reaction from getting a wrong blood type transfusion after an accident because you had 'what they wanted to hear' on your license. Probably something you want to verify it is correct even before checking how your name is spelled.
Especially if there are doctors around telling BS to the people. On another forum they are looking for blood for a foreigner blood type 0+. The doctor stated that anyone with 0+, A+, B+ and AB+ can donate. That is outright wrong and BS and dangerous. The other oddity is that 0+ is a very common blood group on the Philippines and there are no fitting blood conserves available in the hospital.
For my part, I know my blood type and I am "carded" but I wondered if that was good enough for LTO or if anyone knows if they will insist on a test (that they charge for and profit from as per usual).
For a small fee, I'm sure the "fixers" hanging around LTO will steer you to the blood test office of their choice.
I do recall while in the US Navy, my dog tag had printed that I was A- blood type. While stationed in the PH, the word came around that a child was in need of A- blood. I volunteered and thank goodness I was prechecked by the dispensary as they discovered my blood type was A+ versus the printed A-. Would have truly sucked for me had I been in an accident and required a transfusion.
So a couple days ago I ask in LTO Robinsons if those who got a 5 year DL in April can get a plastic now. Reply: We have the printer now, but there is a problem. Me: Will it be ready next month. Reply: Maybe, but probably not.
