My gf (and later a couple of her friends) went from cebu to dumaguete just for renewing their passports because DFA in Cebu was booked out for half a year or so...

Sometimes appointments get canceled on short notice opening up slots previously taken, so it can pay off to really check the calendar from start to end.

Oh and one other thing - first time she was there she got turned away for lack of "decent" clothing and had to rush-buy some boring enough pants and t-shirt. They take their clothing rules very seriously here.

Below is “among the attires prohibited”. I suspect wearing a bra is mandatory for the ladies as well.

“We wish to advise our clients applying for Philippine passport or availing of other DFA services to observe proper decorum by wearing appropriate attire or observing dress code,” De Mesa told the Philippine Information Agency during the Consular office’s first year anniversary on Tuesday.
De Mesa said the observance of dress code is strictly implemented in all DFA offices as a sign of respect to the institution.
Among the attires prohibited at the DFA offices are: above the knee shorts, sandos, sleeveless undergarments, short shorts, pants skirts with very low waist line or very high side slits, blouses or shirts that show the navel, transparent and off- shoulder, spaghetti straps, backless and plunging neckline blouses and mini-skirts.
Wearing of sunglasses, slippers, sandals, flip- flops and hats are also strictly prohibited.
De Mesa reiterated DFA’s on-line appointment system. Applicants are advised to log-on to Passport Appointment System.

Why should it matter if a girl wears a miniskirt when the picture is only from the shoulders up?

a freind's girl was declined becuase she had dyed her hair.

Because they are a conservative country and that's how they want their culture to be. It is a democracy, if they didn't want these rules they could call their local representative and let them know their thoughts on it

Thanks, and I have an update or two. It turns out that the reason the slots are full is because they allow Travel Agents to make block bookings without any specific applicants, taking all the slots. When I found all Dumaguete slots were taken DFA even suggested that if I wanted to make it quick, I could go to a travel agent (slight whiff of collusion?).

However, as it turned out, I had to cancel the appoint I made because FU decided to having grading exams on that day (don't get me started on what a useless place FU is). So I went back to the website to cancel/rebook. There was a facility to "reschedule" an they asked again which venue, so I tried Dumaguete again and I was surprised to find that every subsequent date in January at Dumaguete had suddenly become available!!

I had read that they were going to do something about the travel agents, taking all the slots, or maybe agents had no clients and cancelled, either way, dates became available.

The other update is that DFA have declared from February (sorry forgot the date) slots will be increased from 150 to 200 per day.

My wife and I both tried to go in with our son for his application, but they refused me (0nly Filipinos). However, despite a dress code clearly shown with pictures outside (no shorts for example) an applicant wearing bright red shorts was told "go ahead, no problem".

I know of people who are paying 600 pesos to get a slot from someone advertising them on Facebook. It is no better than a 'ticket tout' system and a very great disgrace.
