As long you stay single, it is doable. On the visa side there is an SRRV Human Touch for such case like the topic starter. Ask the PRA if you can still qualify for it even if being too young for the requirement. For the rental better to stay at PHP 8000 and below. If you have spare money (more than US$ 50k) on the side you, can consider to buy a condo in Dumaguete. One question about the disability you have: Are you required to have a hospital near you? If not you can check also the smaller cities like Tanjay City or Bais City or the municipalities around Dumaguete (ex Bacong, Valencia) for cheaper rentals. If you are sitting in a wheelchair you will have to expect some issues entering building or getting around in the Philippines. Do you have enough money for the occasional visa run and for the visa extensions costs? US$ 860 per month will qualify for a SRRV Classic but you must be older than 35 and must have also US$ 50k on the side, which you can then use for a condo.
Remember that many/most expats that go to the Philippines are trailer park quality people. $860 per month would make them feel right at home. $860 should allow a person to scrape by until the first time life happens and a big expense comes around (hospital, accident, legal trouble)....then you can turn into the average sack of sh*t expat who borrows money and never pays it back. Coming on such a limited budget with no ability to make more money is stupid and completely irresponsible. I suspect you are about 60-70% disabled...don't sit around being a bum, get a job with the government or a contracting company and build yourself an actual legitimate retirement you can live off of.

I take offense to to being called "trailer park quality People". For me "trailer park quality People" is just politically correct for "Trailer trash" and I consider it an insult. In the first place I give away more money each month than what we are talking about here. I do not drink or smoke and I'm married to a Dumaguete woman for more than 30 years. I retired here because I got d*mn tired of Alaska winters, 35 0f them. I suppose in my drinking days that label would have fit, 39 years ago.
