I'm sorry but I have to inform you that you are wrong. What else can I say. This is what I have done and I have lived in 6 different regions in the Philippines.

Never mind, not really important. It only means your experiences are different from mine and of course take your words for granted.

Thanks, I will try again after the 3 month mark, just passed the two month mark and nothing. Had to avoid a checkpoint on Hibbard Ave the other night.

Why would a person need to avoid a checkpoint, as long as you had all the paperwork needed to show your registration is in process? I have been reading these posts as a car driver... is this different for motorbike registrations?

I rarely see them stopping cars at checkpoints. There really shouldn't be any difference between cars and motorcycles when it comes to having documents....if you are good you are good and have nothing to worry about at checkpoints.

I heard from another case where someone bought a car and was not able to use it for two years due missing documents.

Such cases made me to choose a place with available public transportation 24/7.

I guess companies can do that here! I never would have believed it! I believe the seller of the new bike is responsible to provide you with registration. Of course the seller will say “not my fault, govt is too slow”. And this is true, however, that does not give them an excuse to sell you something that cannot be used without telling you that up front. Did they tell you it would take 6 months to get the documents, before you paid and signed? If they did, then you (she) has to live with it. If not, I would start be demanding a refund, blocking my credit card in dispute, stopping checks etc. if possible. If not, find a lawyer and have them write a letter threatening to sue. Too bad for the vendor but, if you were not properly informed of this use restriction in your purchase contract, then shame on the vendor. If you were informed, Shame on you. One thing: a relative of mine once got caught at a checkpoint in Siquijor without registration on the vehicle. He nearly ended up in jail but the baranguay captain helped him. Do you know your baranguay captain?

Also, if the bike is financed by the seller, I think you would lose a lot of power in the dispute because of all those clauses in the contract where you agreed to pay, independent of documentation problems...but a lawyer could still win the case. As we all know, when we borrow we lose our power.

It was a friend, not me. She is unwell at the moement but I do intend to speak to her and try to help her out with this very crazy situation. My wife cancelled a new car order last year because of the same issue and bought used instead.

I don't know what documents are missing and why it is not allowed to ride with the bike. I do remember the dealer can give you a document when still waiting for the temp plate and the official required ones still not available, that will allow you to use bike. Such a dispensation has a limited validity but can be renewed. Any cost involved should be bear by the dealer of course. But to be honest, have no idea this is still existing, but worth to inquire for.
