For a new car order, you are talking about a business. You can name the car dealer(s) so the rest of us can avoid similar pain. My experience buying a new car at Toyota Sibulan was positive and absolutely no BS about missing documents and not driving for 3-6 months etc. They give you the docs and temp plates and all is well.

Can you name the new car/bike dealers who pulled this on your wife and your friend? Many of us will obviously avoid these places as there is a lot of competition on the marketplace. No reason at all to let them to take advantage of you just so they can profit from a sale of something we can’t drive. People who do this should not be allowed to be in Business but here the only way to stop them is to spread the word and do not patronize lest you get the short end of the stick.

I bought a new Honda motorcycle two days ago, and the seller give me documents that I must bring with me when driving. No problem to use it from day one.
The plate will take three months to receive and the seller will contact me by phone when the plate are ready for pic up.

We were told exactly the same when we bought a brand new Yamaha here. After 3 months we asked each time we went in and made a payment, was told "Maybe Next Month Sir"

Fast forward; the last time we asked, we were told we would receive the Plates only after renewing our Registration for the first time. So off she went to Yamaha that following month, who got the Smoke test done and did the Registration at the LTO for her, then handed her the new Plates when she went back to pick up her Bike. Now why couldn't they have just told us that when we bought it? But they did say to keep the Registration Papers under the Seat in case she was ever pulled over for no Plates. She rode it a full year and was not pulled over once.

We have spoken to several who were told 3 Months when buying a new Bike around here, but also had to wait a Year like we did before they were handed their Plates. Maybe Honda has their act together? *Fingers Crossed*

The Supreme Court has lifted the restraining order that stopped the release of around 700,000 license plates for motor vehicles and motorcycles.

Covered by the restraining order issued on June 14, 2016 are the 300,000 pairs of license plates for cars and 400,000 license plates for motorcycles

It does sound like good news but this is The Philippines and I doubt if it makes any difference to the supply of plates.
Actually the wife and I just got back from a two week island hopping tour on one of our bikes which has no number plate or registration as yet, and we had absolutely zero problems with any RORO trip on any of the islands. We both refuse to carry helmets also and never encountered a problem.
I think many foreigners worry a little too much about regulations here. ( I know I know its naughty, but we are at the age now where I recon its time to stop worrying about stuff and just enjoy life before we kick the bucket)
Anyway lets hope we get some nice shiny plates on our bike soon. They do look pretty.
