If he got loud and started cursing at immigration because he did not know the rules then he got what he deserved. Only an ignorant fool would raise their voices at immigration in a foreign country.
Never is "Yes Sir, No Sir ... how low do I bow Sir" more appropriate then when dealing with people who have more power over your life than you have yourself. You can always straighten up afterwards and carry on the life you want and not the one you are now forced to take.
Dang, I'll have to tell my good friend Steve who did it already, last year, Terminal 2, Manila, after staying here about 1o months as a tourist. He had no problem either. Maybe that has changed, but I doubt it.

What biometrics? When I got my ECC in Cebu 2 months ago it was just a matter of filling out a form, supplying 3 pics, paying the money, and waiting for the ECC. (At that time they were giving out slips of paper saying to come back in 3 days to pick up your passport and ECC but I do not know if they are doing that now.) So biometrics? Sounds like advice from someone who has not done it lately. But I cannot answer whether you have to be there in person to do it.
No i have not done it but this was info from a friend who has just done it. Is it really worth the chance of not getting an ecc with an international flight!
Didn't they make you put your thumbs on that little pad connected to the computer to get your thumb prints?
