You wont be going cebu boi of you need a new nbi,1st you need book appointment online and then go pay. Foreigners are an automatic hit as they call it so takes several weeks to get it.
a couple of years ago, i was at the duma nbi for a clearance and there was a express lane option but i had to ask. of course... ymmv 8^))
