    "Around 7:00 PM of August 9, 2018, PSI YBIERNAS under the direct supervision of PCI MACATANGAY, COP together with PCI AMANCIA, SDO conducted DPPAR & PICE regarding the the directives of ACD that no mobile drivers are allowed to sleep while inside a patrol car during tour of duty."



    There is no such thing as an implied task in the Philippines.

    Worth noting...this applies only to drivers. Officers can take turns between being "driver" and "passenger"....but even then, is a driver a driver when the vehicle isn't in motion? And if I move from the driver's seat to the rear seat am I still the driver? If I had stayed up all night singing karaoke these would be my arguments when I was caught taking a nap.

    Why not just put out the order: "No police officer is allowed to sleep during duty." FFS, it's too easy. Why do they need to put all these loop holes and allow for personal interpretation in their rules?

    We're not really going to expect RP cops to be professional are we?

    I had one try to solicit a bribe from me through a nearby waitress where he parked his cop car.
    I feel sorry for them really. Low pay, departments plagued by corruption and not uncommon to find drug users among them. I'm sure there are some good ones, but the bad are too frequent.
    They do not have a professional commitment to their jobs, and, given their salaries and the general status of the government here, why should they?

    I was at a place where my rep. could be damaged (further) on the bamboo telegraph, so I guess he was offering protection? Using a waitress as his buffer. Re their salaries, ok maybe good by PH standards but still paltry.
