Putting the creation of a nationwide biometric database of citizens under a "for human rights" headline here in the Philippines feels like a bad joke.
It is not a joke I am sure - if you have poor Human Rights then you invent some for propaganda purposes. They KNOW what they are doing.
Well if your country strives to be a socialist nanny state it makes sense. You have to make sure everyone is paying their taxes and has the ability to receive their "free" handouts (and not scam their way into getting more than they are entitled to). Can't have your cake and eat it too.
The article states; for citizens and resident aliens. I guess that means BI card holders as well? Required to have both the ACR card and this national ID?
