Found an interesting competiviteness index about the cities and municipalities. On Neg Or and in the category Component Cities year 2017 there are ranked Bayawan 44th and one of the most improved city. Dumaguete 46th Bais 94th Tanjay 97th As a comparison Naga (Cam Sur) 2nd Ormoc 19th Tagum 3rd The list seems quite correct for me. I evaluated the comparisoned cities as a possible future living place and could agree with the list. Bais and Bayawan will get another leap ahead in the future due more improvements coming up. (Hospitals, malls and more) The surprise is that Bayawan is already in front of Dumaguete, even if many improvements are still not being complete there.
Dang it! Don't promote that city online. It'll end up like Valencia. You're in on the secret now, don't ruin the city by telling a bunch of expats about it.
Don't hesitate. Expats won't living in Naga City if they want to live at a beach. Because Naga have none. Olongapo was not listed above because it is considered being a high urban city. Another city which is on the way falling of my list is Lapu-Lapu. I heart that this city is degrading with an insane speed.
Exactly. It is a horrible place for expats. The city should never be mentioned again. And loaded with expats.
Agree, and the Subic Bay Freeport Zone is so terribly expensive to live. Even you can not own a lot as a Filipino in the SBFZ. Better stay in Olongapo or Subic town. If you prefer to stay in a low expat city then try Naga, Tagum or Ormoc. Sure there are other low expat cities around. Batangas City looks not bad either. Most expats are passing thru the city. On Antipolo (1st on the list) I dunno how many expats are living there. I guess a higher level.
No but there is a thread in this forum about it. There are many upgrades coming to Bayawan: Some adventure parks, a bigger mall (Puregold) (u/c), a new hospital is near of completion, another shopping house (Primark) and some more. Bais is another candidate: It will get two middle sized malls (Gaisano and Citymall) (already u/c) and one hospital.

I had not heard of 'Primark' here before, but looking it up it seems to be a VERY SMALL mall-type complex and also a market company - i.e. a company which acquires and lets out space to small businesses. I note for one of their stores the tenants are: Alfamart, Tronix, Lotto, Generika drugstore, R&R Food House, The Shawarma Shack, Volume Salon. It seems as if they would not really contribute much to a town's expansion.
