I havce been given this form 2-3 times in the last 10 years. never filled one out yet, nobody has ever come back to pic one up.
Never saw such a form (I'm in Bagacay). And the lack of any seal, department info, address or anything that makes it look legal/real suggests its a barangay thing to inventory their residents. Or just some dummy trying to scare you into red-tape. I saw similar forms like this on port offices to register and monitor tourism on islands like Guimaras and Puerto Galera though. I always refused to participate. Sort of ignoring their unexplained demand for me to register.
As per Instructions from the Palace but up to you if you feel no need to comply although, I will add that those that do not take part in Barangay upgrade/details have no right to moan about things
I really don't trust a country known for wide spread identity fraud and corruption to have all my information sitting in an unsecured cabinet in an unsecured office. I will straight up lie on any such form. I don't care about baragay upgrades or details, I'll pick a barangay that fits my needs and move when it no longer does. Foreigners are not supposed to have a say in such things anyways.
Well you must be behind in your Barangay knowledge now, as we are more and more getting invited to meetings and such, we can talk but not vote but as always each to our own and mileage may vary. BTW did anyone go up to Cantiele ? to meet and talk with the Dumaguete Mayor?
Exactly my point. If you can't vote you have no representation and your opinion holds no weight. My job requires me to be careful with letting foreign entities have my personal information (and I am required to report any person/entity asking such questions to my government). Having my information filed with irresponsible/corrupt local governments is simply not a good idea and someone getting my information for fraudulent purposes could result in a ton of paperwork and require me to travel back to my country to answer my government's questions in person...unsatisfactory answers could lead to loss of my job. I would advise anyone in a similar situation to avoid filling out any such form, or simply lying on it. Not like they are going to do the work to verify the information without any monetary motivation being present. Again, I would lie on any such form and downright refuse to provide my passport/ID to anyone but immigration. Such a situation did come up with the Valencia police once (with a hostile officer with an obvious chip on his shoulder, not the type of person you want to have your personal information), he demanded my passport, I refused his demands several times and said we can go to immigration to verify my status, an officer without a chip on his shoulder eventually came over and said I could leave. It's not my problem if the LGUs or police can't work with immigration to figure out where I'm living or my visa status, though I will gladly go to immigration with anybody that is requesting such information. If they have a right to know such things I'm certain immigration will be more than happy to provide it.
I think the only times we have been approached by barangay people is for Fiesta donations and certain construction projects involving the same. There are definitely barangay matters that we can vote on when it involves Fiesta or other activities, such as construction of basketball courts (example only), by virtue of power of the purse. If I have no say you get no money from this foreigner. As far as bootleg “immigration” forms for so-called transients from the the barangays and improper demands for passport identification, I agree with Wrye 100%. I never give my passport to anybody here except immigration or SRRV personnel. There are several Philippine id’s that are available for other purposes. If a cop here thinks he works for BI and demands your passport, how do you know he is not corrupt and copying the information? So, Zby all means, for passport/immigration matters, offer to cooperate through the BI. If you have an SRRV, I would report any such unusual requests, including the barangay form for “transients”, to the PRA and see how that goes, affecting the publicity of a place that markets this as a great place to retire.
