Legally, in the Philippines ? Difficult question indeed. First of all it depends if you are a foreigner or a Filipino. But killing a stray dog is ok. Sorry for the dog. But in case you happen to run over for example a goat and the owner is nearby, just pay for the loss of the goat. That's it. If you involve the police you will pay for the goat and police.

You may be right to avoid all kind of problems when you hit a goat. But the owner of a goat has obligations to tied up the goat with a piece of rope to avoid it can be hit. Lacking that security measure puts the risk of loss of goat to the owner not the driver.

 

I am sure I agree but I don't think the local would see it that way. To him and when he takes it up with the Captain it will be, he killed my Goat
