    I would strongly suggest to concentrate on a practical solution first and foremost (physically moving mother/kids/grandma) and worry about the past abuse later. Pressing charges will very likely result in a family feud, in which nobody gains anything. Getting "justice" would be a lot lower on my list, except if the abuse would warrant more than a few nights in jail, and without broken bones/ proven sexual abuse the result in court is imho unlikely to deliver meaningful punishment.
    Child protection services are only needed if the abusers have parental/guardian rights over the children, which as I understand is not the case here.

    We plan to move them to a new location anywhere in NegOr. The issue is to find something that will not cost more than around PHP 1800.- per month for 3 to 4 persons. Nipa hut will be ok.

    Dude, whatever you do, do it anonymously. This is exactly the kind of thing that can get foreigners killed.
    Type letters and use gloves to touch the pages and place in envelopes. It sounds paranoid, but when you are dealing with these kinds of people, you can't take too many precautions in situations like this.
    . I will leave it to smarter people to instruct you how to get it to the pertinent people undetected. As far as I know, public mailboxes don't exist. Good luck. It sounds really sad.

    The good thing is that I'm not directly involved. They ask me indirectly only for advices. I told them to move to a different location. My name is hidden from the culprits. We are still looking for a very cheap location for that family (3 to 4 people) for at most 2000 php per month. Nipa hut will be enough.
