Gents, I am near Dumaguete, and have gotten so many tell tales about where to get the ACR Card completed. I have to do that in about 40 days. Serious info only please, and main concern is nearest place tto (if not Duma,) to get this completed. Cheers Gents.

    It's very hard indeed,

you will need to go to the immigration office in Dumaguete,
ask for an ACR card form,
    fill it up,
pay the fee and wait for 3 weeks to get it.

You can even ask the lady at the desk to help you in case but my advise is to do it soon because 40 days may be short...

Thank you. Added question. I have a BB Visa now (one year). I will indeed go A.S.A.P. and have it filled out. When you say "short" as referred to the time, I had already the understanding that I had to be here at least 59 days to even hand it in. What ever the case, I will be acting on it as my priority.

How long do you intend to remain in the Philippines could influence the type of ACR and visa type you need, I assume that as you have a BB visa good for 1 year you are married to a Filipino and if you intend to stay here for some time you would be entitled to a 13A visa this type of visa cannot be obtained in Dumaguete, Dumaguete only issues tourists visa. But you and your partner should visit the immigration in Dumaguete and they will be very helpful in giving advice.

If you are on BB, do you need a ACR Card? Just go on a holiday every 12 months and stay on BB. or process 13A and go to Cebu / Manila / Davao.

Or did something change again and do we need an ACR card on BB privilege?

My understanding is that those on a BB (Visa waiver) do not NEED an ACR but can have one if they wish - it may help with opening bank accounts, for example.

The immigration website seems to confirm that, it lists balikbayans and SRRV under "voluntary registrants".

And for the OP, it does list tourist visa < 59 days in that category as well.
