    Privatization can work. Public utilities can work. Just not in the Philippines. If the water company doesn't know they have a major leak on a main line without anyone telling them they are completely incompetent.

    Dustin. the point here is that, yes, DCWD needs work, but having a private company duplicate the process is total lunacy.
    The idiots at the municipal hall are talking about ANOTHER COMPANY DUPLICATING THE PROCESS, not improving the existing. That's NOT privatization. Do you seriously believe that duplication is the answer ????????

    And in a country where electrical tape is the preferred solution to a water leak, and a knife and electrical tape are preferred to a "tee," the whole f**kng duplication thing is terrifying. But if i thought about it too much, i'd flee screaming back to crazy land across the pond, so i don't ....

    Off topic, but since you mentioned Crazy Eddie, I remember his "crazy" ads well!
    What I didn't know was that the chain's owner, who went to jail for fraud, just died a few years ago, and there's talk of making a movie about him. This link has a couple of his ads, a typical "crazy" Christmas ad, and a more refined Doo-Wop style ad :smile:

    That's assuming they wouldn't do anything different. However, I'm sure that privatization in the Philippines would turn out much the same as public works. Probably best to keep it public in the Philippines. The electrical grid should be a prime example of why privatization simply doesn't work in the Philippines.

    Often the scam is in getting access to public funds. The project does not need to be completed for the contractor and the developer to make money. Typically the up front investment comes from public bonds. The developer and contractor take out a bunch of loans on behalf of the public then do a little work and scurry off with the rest. It is not until later that the public realize that their public agencies are responsible for paying back the money.

    WOW WOW WOW, this proposal was SOOOOO terrifyingly stupid that even those who would profit from the corruption were forced to back off by their controllers, and everyone from the Mayor on down is running as far and as fast as they can from this idiocy. Of course, we can't assume that the typical Filipino politician won't still figure out a way to screw the population (american politicians are geniuses at this game). When will voters wise up and defeat them.. As the Metropost reported (see the link for the whole article)....

    <<The request for franchise from the Dumaguete Council by Manila-based Prime Water to establish a water system in the City to rival the Dumaguete City Water District has hit a snag after the Ordinance was orphaned, bringing the process back to square one.

    Councilor Joe Kenneth Arbas, who initially sponsored the Ordinance on Feb. 13, withdrew his sponsorship, and asked that the Sangguniang members adopt and sponsor it as a Committee of the Whole, in view of the coming elections.

    “I did not sponsor this Resolution. I just wanted to start the discussion. I don’t want to appear to be the author of this Ordinance. That’s why I am withdrawing my sponsorship, if that’s what this means,” Arbas said.

    The Council was poised to pass the Ordinance on Second Reading last Wednesday, but getting all the Councilors to agree to sponsor the Ordinance was a problem as not everyone was present to give his express consent.

    Councilor Alan Gel Cordova, for his part, said he understands the reluctance of Councilor Arbas to be attached to this Ordinance as it could become a political issue -- as what happened in the 2013 and 2016 elections when he and Arbas were blamed for wanting to raise water rates.

    “This will be used as a political weapon... If Atty. Arbas withdraws, thinking that... in an election he will be blamed [for introducing the Ordinance], I also don’t want to sponsor that Ordinance,” Cordova said.

    Arbas said that even the Mayor also insulated himself from the issue by forming a Technical Working Group. “I can always defend myself but with the pain and the insults I have received, I don’t want to go through it again.”>>

    SkipJack, SkipJack; i am shocked that you would say something like this, even think it <grin>.. And if Prime is so f***ing broke that they can't afford to do a study, how will they get the funds to build a duplicate system.

    Responding to the question of Councilor Estanislao Alviola, Prime Water Asst. VP Nino Lucban also said they have not conducted an extensive study on the water situation in Dumaguete.

    “The extensive study, whether we have a hydrologic model or the groundwater model...we don’t have that, but we get our data on existing studies on, for example, drilling reports of existing wells, which is indicative that groundwater is still available. In Dumaguete, groundwater is very rich. In fact, we have freeflows here,” Lucban said.

    Lucban added that once they get the Council’s approval, they will do the detailed engineering design.

    In response, Alviola said the statement of Prime Water is not factual. “I am also a businessman. I welcome competition but I will make sure that the supply will not be a problem in the future.”

    The TWG, Prime Water, and members of the City Council were apparently unaware of a water resources assessment and development plan done in 2001 by the Local Water Utilities Administration, covering the years 2000-2030 until the MetroPost editor mentioned it.

    Pathetic, lunacy, stupidity, pathetic, lunacy, stupidity....
    Corruption, Corruption, Corruption, Corruption, Corruption;

    and my local friends let it happen, like the voters in the US, UK, AU and the rest of the world. Why do we even care any more??? The water systems in Dgte will fall apart in a few years from useless competition, spending all the money on acquiring customers instead of improving the systems, and the politicians and company officials will walk away with all the padanlog.. I'm not investing another cent in Dumaguete, this country will never change, never improve.

    What is truly pathetic is Remollo and the idiot council aren't afraid of the voters, and it only took two months for them to figure the voters no longer care about the brouhaha in february. My dwindling respect for the officials in this country just dropped to zero. Wow....
