BTW, this was hashed out in another forum in 2016, exact same failed 2011 bill S.B 2832 is mentioned.

One of the best posts I found from that thread:
"It would be helpful if everyone specified which of the two senior discounts they are talking about. It seems too many here are lumping them both together and they are not the same.
    1) The nationally mandated Filipino citizen discount which requires the senior citizen card.
    or
    2) A company's decision to offer a senior discount to all customers not covered by the mandated plan."

I have been tracking this subject since 2008. Nothing has been passed, at this time, to allow sr citizen foreigners to have the sr citizen discount card. In fact there is a potential serious penalty if you are caught using one. A friend tried at Dauin, another tried at Dumaguete recently, and I recently tried at Bacong. We were all turned down - doesn’t matter if you are a permanent resident. I know some guys who have and used the card. Personally, I have too much to lose to obtain and use one.
I doubt the current government will ever amend the law.

But you are only showing a copy of the law. You say “passed” but your cite does not show that. Actually, I do not know 100% that D30 would actually sign this if it reached his desk.

Hey, at least they let me in the special Senior's and Disabled line in the supermarket. But then again, they let everyone in that line!

lol Maybe this will help in the future:

Also, there were plenty of posts in this thread that explained this was not yet law. Did we learn a lesson about only reading titles and snippets of articles/threads?

I went to senior center in Ormoc and they said it’s not the law. It’s just a bill. Senate bill 2832 and house bill 7590.
Both passed in May of 2018.
So these websites are just lying.
I messaged the sponsor of senate bill 2832 and house bill 7590.
    They have not responded yet.
    This sounds like horse crap.
There is a provision in the law that there are two ways a bill can become a law:
    1) it’s passed by house and senate and signed by President.
    2) it’s passed by house and senate and if the president does not veto it after 30 days it becomes law.
So, I’m not sure what’s going on.
Everything here is so screwed up.

If you read the current senior citizen discount legislation and understand "the spirit of the law" you would know that it is not, and never was, intended to be used by foreigners. You most certainly do not fall into the income bracket it was intended to help. And if you do and you can't afford to live in the Philippines without assistance from the government you should not be in the Philippines. If you do need it you are a burden to an already poor and struggling society. Take your broke *ss back home and get your government handouts from your own country.
