Bought a Honda for GUD Trading on Cervantes street last August. Still no registration. Does the LTO take that long these days? Don't have a tag.

Yes here it takes years ...
just have a certificate from the company you bought it and always carry a photocopy of your papers (Or and Cr) then you will be fine

I bought a new Honda from Du ek Sam, Daro in September 2018. The OR, CR and number plate were available and provided at the second service in February (last month) which was far quicker than my previous Yamaha purchased in December 2015 from Premio Yamaha, Bantayan and certainly had not been received in December 2016 (one year later) when I transferred the ownership. I had received my temporary plate after about 7 months on the Yamaha, but not my final number plate.

Don't understand how come vehicle ownership in Philippines is made so complicated. Bought S/H M/C a few years ago, previous owner never put it in her name, so we only got paper from her, took to lawyer as you have to, they lost the paper...M/C was then a complete no hoper for legality! So many vehicles running on road un registered ? insured with no plates / defaced plates etc. My car (new) 1 yr old still have "temp plates what the hell are these?
A few traffic Cops out on the roads issuing tickets, removing untaxed, smoke belching/overloaded vehicles etc with attached fines would surely be self financing. Every time I go on the road, I follow the silent prayer... God Bless our Trip!! Dumaguete is a free for all. Night time is when the stakes really hot up, Russian Roulet with no lighters etc etc. Just going to city now...God Bless Our Trip!
LTO / Traffic Police wake up get with the programme!

Huh? Vehicle ownership is extremely easy for the exact reasons you just mentioned. You only have to do one thing to drive in the Philippines . . . learn how to identify checkpoints before you get to them.

I just recently renewed a registration after 5 years of not giving a crap about it. And I only did that because a friend was nagging me to do it and finally offered to take it for a smoke test for me.

Doesn't really matter. I went 5 years without it getting impounded. Could have went 5 more. The penalty for not renewing the 5 years....P100, not per month, not per year...just P100 + normal registration fee. It is quite literally not worth my time to renew a registration.

Do you know the consequence if you are involved in an accident?

The same as any long nose: pay for all damage and medical bills regardless of who was actually at fault.
