Outside the Boulevard 7/11 are a bunch of begging kids, and a man holding a baby. He acknowledges that these are his children. I make my purchase inside, and for him a buy a package of condoms. Guy I know in the neighborhood, I say, "Six kids? That's great, as long as you can send them all to college." Opps! I'm being culturally insensitive.
I remember years ago offering food to someone begging in the market. They threw it at me! It's your money they want, not food. Also in Cebu you will get accosted even pickpocketed by the boys hanging around Robinson, Fuente. I refused one of them to be given a middle finger. Then a laugh as he took 1000 out of his pocket and waved it at me. It's illegal to ask but also illegal to give. Not that PNP bother much but it could end you up in trouble.
I actually think the beggars in Cebu are more aggressive than those in Manila! Another note, so far, at least I have never been approached by beggars during many visits to Bayawan. I wonder how long that will last?
