Soft approach by authorities and kapitans with NPA sympathies are really causing alot of the problems. The Kapitan in the barangay where the NPA executed the 4 pulis in Ayungon was accused of knowing atleast 20 houses in his barangay linked to NPA and once it came out he drank pesticide and committed suicide. Well the Philippines does have a president that heavily promotes and glorifies the use of violence to achieve goals and resolve problems. Did his supporters really think that only they would be allowed to use such tactics?
