    I don't know.
My asawa told me of her childhood on the mountain. When the NPA was around her family had a hole that they would spend the night in. At night the NPA would sleep in the family's hut and eat their chickens.

Please substantiate your comment that they only tax "private businesses".

Some people see the NPA as an extortion gang. Similar to the Mafia in New York that demands protection money. Or MS-13 in El Salvador that demands protection money. The only difference is that the NPA portrays themselves as being for the people.

Even Hamas has a social services wing:

If you believe the NPA is an organization for social justice, please show what services they provide for the people.

Please let me be more specific.

I understand how individuals want a sense of belonging and to be fed. This is why people join all extortion gangs. (Mafia, MS-13) This is my understanding as to why the simple minded and young people join the NPA.

Do you believe the NPA is not a simple extortion gang with the facade of being for social justice? If you believe that they are something more then please explain.

Please give specific examples of how this is the government's fault here in Negros Oriental.

The Police are saying it’s the NPA, but we all know how credible the police are nowadays.

Word on the ground says different. The same group of 30 to 40 men, armed to the teeth and very organized. The hits aren’t random as well. Some people think it’s just the governments way of creating chaos so they’ll have a reason to impose martial law in Negros.

Who owns the road construction equipment that was recently destroyed by the NPA?

Were government contracts awarded to build/repair the road?

True - and do serious groups usually write slogans at the places of killings?

Yes, when their intent is to intimidate.
Terrorists need the people around them to be in fear. This way the people will not be witnesses against them and will pay more readily.
