Everyone knows that responsible ownership is the solution, but that ain't happening any time soon. There needs to be more dog shelters in the PI, but the problem is overwhelming and the only practical solution I see is to either have animal control officers capture these animals and euthanize them or to shoot them. Those are not good solutions but I don't see any realistic alternatives other than continuing to do nothing.

I know this article is from 2015 so where did all the 50 trained dog catchers go or did it never happen! My bet its the latter like most laws here.

So maybe if you have a problem with strays go ask the barangay captain what they are going to do about the problem.

I think the differentiation is around pain and suffering. Having just put my 18 year old dog to sleep. I would disagree with your characterization about poisoning. The process a vet uses is very humane. First they use a sedative to anesthetize the animal, then they inject a seizure medication. Having witnessed the process I can tell you it is fast and the dog likely doesn't feel anything. Is it a poison, yes, but so are all the medications you are probably currently taking, if taken in large amounts. Many things that help us can also kill us.

Its the same with most laws here, they spend years passing these things with copious amounts of money wasted doing so training people and zero is done. Alot of it boils down to laziness im sure. Or lets wait till tomorrow lol.
Then when something does happen theres outrage why nowt has been done. It will never change.

Singapore had a big problem with this a few years ago.. as people got more affluent and could afford things there was literally hundreds of unwanted dogs in certain unpopulated area's of the city..people got puppy's for gifts but when you are living in a 1 or 2 room HDB flat space is a bit small for a dog.. also the neighbors complaining about the barking etc. So they dumped them..On Sundays the Primary Production Department who looks after water/sewage/street cleaning had a few Indian gentlemen with old 303 Enfield rifles who would go around and shoot them. They came around Loyang Offshore Base one Sunday and had a hay day.. These old gentlemen were crack shots and in no time had a pick up truck full of dead dogs. I asked what they do with them and was told plainly that the lions at the zoo like them. Maybe a bit harsh but the stray dog problem in Singapore doesn't exist anymore.

Ok...let the stray dogs..flourish, feed them...nourish them...care for them...let them run wild on the streets....let the children play with them....let them in your house when it rains...let them...roam near the schools...let them play on the school grounds. Let them in the Robinson’s...in the resorts..the swimming pools.

Emancipate them...give them citizenship...let them vote....they would never bite us...we will live in harmony.....Rabies...will perish...because of our kindness.

I think that this is mostly the reality we currently live in.
(Except for the voting part of course, which in my opinion is a shame considering some of the muppets voted in at election time by people here.)
