    I am also on a Balikbayan stamp, (by the way, The Balikbayan is not a visa, it is a privilege). I was told by a vlogger there in Dumaguete, that a Balikbayan can drive in the Philippines for the duration of his/her stay. ( for the full year they are there).
    I have not heard of, or read anything to confirm this, but he says the LTO in Dumaguete told him this.

    4. Can a foreigner spouse or child of a Balikbayan avail this privilege when traveling to the Philippines alone?

    A foreign national spouse and/or child of a Balikbayan may only be given the said privilege if he/she is traveling with his/her Balikbayan spouse or parent.

    But this Balikbayan "privilïge" seems only to apply to periods of stay without a specific visa and does not appear to carry with it all the rights that a Philippine citizen would be given when entering as a Balikbayan. So, whether or not you are allowed to drive on a foreign licence would seem to me to be in the hands off the gods or the whim and fancy of the officer pulling you over.

    I converted my British dl to a Pinyo dl whilst on a Balikbayan privilege.

    There is no reason one on a BB cannot convert theri license. it shoud also be noted that the rules have changed again, instead of 12 months visa being required, that now reads 6 months.

    It so much depends on the person you speak to at your local LTO - I was told I had no chance as my BB did not have BB stamped on it (but it was dated for a whole year). I was too new here to think about challenging it, so got myself a chauffeur instead (and she, my wife, loves driving!).

    Like most things in the Philippines it depends on the person you are asking and how deep his or her pockets are. Just because someone was able to do something with officialdom does not mean everyone can, even if the rule is in your favour. As for the link, simply do a search on Google for Balikbayan visa rules and look at those which seem to provide a definitive answer. Attorney sites interpreting the law and the government site applicable to your search will always reveal an answer, The only thing to watch out for which is sometimes a trap is that you may get information which is out of date and has been superceded by a later ruling.
