Utilities & Mobile Water Service in Talay

Looking at a new rental house in Talay, perfect except they do not have a water tank. Normally I would do an instant pass but other than this the house is perfect. Looking for anyone with experience in living (and bathing ) in Talay to let me know how good (or bad) the city water service is in Talay.
