It does not work. They send me back at the checkpoint city entry about 1 hour ago. The red monday pass doesn't let you go into Dumaguete, only Bacong area. The LGU says, you can go to Duma on SUNDAYS 7:00 AM - 12:00 PM TUESDAYS 1:00 PM - 6:00 PM THURSDAYS 7:00 AM - 12:00 PM ONLY residents from Cluster 1 Bacong, Dauin, Zamboanguita, Valencia, Siaton, Sibulan and San Jose will be allowed entry but only to buy basic necessities, food and medicine or access medical assistance and essential health services. PERSONS belonging to Clusters 2, 3 and 4 will only be allowed entry to access medical assistance or essential health services in the city.
The only color coding that matters in Dumaguete City is for the Duma City issued passes. I also don't think that anyone at those entry/exit checkpoints cares about your LGU issued pass - if you get to a Duma entry / exit checkpoint then they just want to see that DL / OR/CR, etc. I don't think they particularly care about your LGU pass. I'm just giving an opinion, we're in Duma proper so can't speak authoritatively. Edit: But they DO care about those time blocks allocated to out-of-towners.
If you have a RED pass like mine you can go to Bacong Monday 7:00 am- 12:00 pm and Thursday 1:00 pm - 6:00 pm It looks like going to Dumaguete on Thursday is not possible. Asking questions is almost useless as no one seems to know the answer.

My partner just tried to go to Hypermart from Valencia and was stopped at the Dumaguete checkpoint. He was told that peopple from Valencia can only go to Dumaguete on Tuesday afternoon, THursday morning and Sunday. He needed to get a prescription, and the check point told him to use a pharmacy in Valencia. Not to be outdone, my partner answered that it was out of stock. The supervisor made an exception and let him through. Where does anyone find this information on who can go where and when? The governor's office should pre-empt authorities at lower levels, develop and publish a plan, override the restrictions and telll the Dumaguete mayor to go pound sand.
Since the governor has restricted all seniors 65 and over to remain at home 24/7, how can Hypermart be giving priority to seniors to enter their store today? (Which they are doing.)
You're from Cluster 1, outside of Duma City. You can enter Duma City: It's really that simple. Want to go someplace other than Duma? No idea.
Thank you for responding. Where exactly is that posted? And, typically here, it is not that simple. That is not the information given to my partner at the checkpoint. He was told Tuesday MORNINGS, Thursday AFTERNOONS, and simply Sunday, with no hourly restriction. It should not be difficult to find current information, but it is. I would tend to go with something I can download, print and carry in the car rather than expect the checkpoint people to have a clue as to what is true and what is not. They are not wired that way. Logical thinking is not in their wheelhouse. I cannot imagine why anyone would have a pressing need to go anywhere other than Dumaguete for now (unless they don't live in Dumaguete.)
