The two provinces are very different. What works in one may not work in the other.

Got our new Quarantine Pass today, one for each family living in the complex no sharing. 3 days a week, but from 7am to 6pm.

Anyone remember Willy Wonka, I'm feeling like "I got a golden ticket."

Only if you got a Red pass... We ended up with Purple, so we'll be rubbing shoulders a couple days a week with all the folks coming in from the jungle.

But hey, it is a pass, first one we've seen since this thing started.

I was also wondering why the purple pass gets two days overlap with the folks from outside, and the red pass zero. Doesn't make sense, but what's new

Occidental from today is allowing public and private construction projects to resume and hardware stores to open to support that. Public transport is also starting back up with limits on passenger numbers.

This is a scary timeline. New positive in Occidental. Hopefully something else involved here.

So it seems that what I had written here was likely incorrect (as someone pointed out). A quick read of the City Charter makes me pretty sure that I was wrong, so I'm going to delete what I had written to avoid confusion.

I believe they had a positive case who snuck in from Iloilo. We had one sneak in Badian, posing as a cargo truck driver’s mate, but his neighbors snitched. He’s in quarantine along with the driver and his wife. Hopefully they throw the book at them.

Yes, all ports and land borders should remain closed and ECQ measures should be lifted in phases. That’s the plan in Occidental.

Forget about mass testing here until some foreign donor very publicly supplies one kit FOC for every man, woman and child in country, plus ten for every official and media personality, plus budget or manpower to implement the tests.

Well, he didn't actually 'sneak in' - he came back in and went into home quarantine, a Person Under Monitoring (PUM). But really my point was that the time-frames involved point to some veeeerrrry slow incubation period. Assuming he contracted COVID-19 from his employers in Iloilo (both of whom had tested positive for COVID-19).
