It may be simply that as more stringent quarantine processes are implemented, people (being only human) begin to depend upon the bureaucracy to make new careers in positions that may not pay much but are rewarded by authority and even some perks. That is what evolved in various States in the US and us true of people everywhere. Once you build a petty power structure, there is great resistance to bringing it down. significant would even be, for example, to test couple hundred thousand randomly selected people in the metro manila area, to determine how to proceed there. results and necessary numbers will of course differ a lot depending on where you are. to get an approximation of the real infection rate in dumaguete, a sample of few thousands would be a good start. these are doable numbers, even here. test reliability is an issue of course. edit: and by doable I mean, with significant effort compared to what is done now. with current capacities of few hundred tests/day we wont get there of course. But other countries are running tens of thousands of tests per day.
Exactly why I would never put some Chinese garbage vaccine in my body. Their trash people, culture, society and government can't be trusted with anything you aren't willing to chuck in a landfill within a couple weeks of coming in contact with. Every government in the world would be very wise to cancel all contracts that involve anything more than cheap labor from the country. They simply can't be trusted with anything more than that.
