Surely that does NOT apply to any foreigner here as they don't count us as citizens - we are classed as aliens. However, even as an alien I will respect the curfew and hope if we have an invasion from Planet Zog anytime soon that they also fall in line

Sounds like they are trying to let people use their own judgement to act responsibly. The language they use in the modified GCQ rules leaves a lot up for interpretation (which is just par for the course in the Philippines) and significant portion of the population will almost certainly use some mental gymnastics to justify doing things that are not in line with the spirit of the "law". I think it is pretty obvious what they mean: people below 20 and above 60 are to stay home unless you are going out for work/necessities. I'm not sure why they restrict that to just these age groups, this should be something everyone should still be doing and I think that is something they want to happen.
