    It looks like when selecting between "moderate" & "Low" risk, they were throwing darts. If I remember reading correctly, Siquijor never had a single case. I can only imagine the criteria used when making these decelerations.

    I saw on the ANC channel that in addition to number of cases, another part of the determination by the LGU was the availability of hospital care. Siquijor is not the best in that area so even with zero cases, that could be the justification.
