    #NewsBite: Governor Roel Degamo has confirmed to reporters that Negros Oriental will be downgraded from enhanced to general community quarantine (GCQ) starting May 1, in accordance with directives from the national Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID).

    He said this after meeting with members of the provincial IATF-EID on Tuesday to finalize the transition of the province from ECQ to GCQ.

    According to the governor's statement as I understand it:

    - Will not need Qpass anymore
    - Can freely travel within Negros Oriental
    - Mask wearing required in public places
    - Checkpoints remain at provincial boundaries
    - No more routine local checkpoints, although there may be random PNP local checkpoints at times

    Unless Dumaguete, a charted city that operates independent from provincial EOs, decides to continue their checkpoints and/or elevated quarantine rules. Since there is no reasonable route to bypass Dumaguete without going through city limits travel through the province may still be restricted. Has the mayor of Dumaguete put out anything yet?

    should a mayor really be allowed to block a "national" highway like that?

    edit: obviously he shouldn't, I'd more like to know if a mayor really could lock down a province like that against the prov. govt's will.

    Somewhere in these DI threads a person posted a news article where IATF or another central government agency or person declared that smaller LGU EO’s cannot differ substantially from higher government EO’s. Apparently they recognized the problem. They seemed to be addressing the situation in certain low risks areas in the Visayas who may be too conservative ( like dgte?) where there is the problem that mayors assuming they not get in trouble for being too strict.

    Anyway, I recall that somebody posted it. Will have to wait and see what specials requirements remolo issues for May 1 if anything.

    So they are keeping us locked up after all... I stand by what I said... no checkpoints and I am out at least to get things done...
