You said two very different things here. Your first reading is misquoted and a misunderstanding on the language used. The second is mostly correct. The "under 20 / over 60" group and the "between 21 and 59 living with at risk persons" groups were differentiated with the "as well as" language, they are two distinct groups. The section also references two other documents as sources for further guidance on what is expected from people. I haven't read those but I suspect they would provide information on who exactly is considered an at risk person and what is expected from people living with them (as well as what assistance will be provided to those groups by the government/LGUs).
Yes, it clearly reads as being two distinct groups and probably gives a more detailed description of ‘at risk’ in the referenced documents. I think the second group affects local Filipinos to a greater extent than it does expats, at least locals who have gone to a real doctor and know they are at risk.

The document from the Governor uses the word "co-morbidity" to describe an at risk peson. According to good old Google; co-mordity is a person with 2 or more chronic illness. This can be basically interpreted to mean if you are living with a sickly person you should stay home to. I'm not going to get too excited about the new rules until at least version 2.0 or 3.0.
"Co" would be in "con"junction with possible Covid-19 pneumonia. The second condition would be lung or heart morbidity, diabetes, etc.
My wife was at first confused too, then she got the point and agreed. But she said that that is not probably what they meant and I agree with that. It isn't enforceable, how would they know if you have someone in the home with you? She is going out today, not our former pass day to check the pulse and buy some fish. Also will report on barber shops open and seniors out and around, both Filipino and Expats.
