    At a bar/restaurant where there was dine in and liquor service, there was several of them offering that service on Friday in the Dumaguete area.

    Not on the EO, only in the mind of whomever made the meme. We learned not to trust those summaries. But Barangay captain may give you special certificate if they think you must have an exception IF they are so inclined.

    Went to Robinson's this morning, long waiting lines to go in and they were asking the old folk their age, if over 60 you would be turned away but if you lied about your age and said 59 years old sir they would let you in. I got in no problem and I'm 66 years old.
    There were a lot of foreigners 59 years old. Coincidence or what.

    This in reaction to an increase in traffic. I was out yesterday and walked around as I shopped and got a haircut. With this type of reaction to the traffic, and is was really congested, I have to wonder if these people ever go out during the Christmas time. Traffic was no worse than it is then.

    Who is going to supply the passes for all of the people who work in Dumaguete but live outside so they can get to work everyday? And how fast can they come up with them?

    Again, another policy that was reactionary and not well thought out. The norm for the Country, some things never change.

    I wonder how many of those had been unable to go to the city since ECQ just because they had no current driver’s license or are lacking their OR/CR? Hard to blame them for taking the opportunity when they may have suspected it would be a short window.
    Why, during a humanitarian crisis, are the police made to focus on paperwork and revenue collection to make up for the failure of the LTO to do their job?
