Region 8 also I believe. One guy here on the forums contends that they are waiting for neighboring areas to be free of the virus before removing restrictions in some areas. Cebu is lofted as the reason we're still on house arrest.
But OFWs have been moving from Cebu to Negros Occidental - there seems no sense in this decision of which areas are more risky. My reading of many local newspapers informed me that Negros Occidental and Iloilo have recently been far worse than Negros Oriental. But I did read today that ALL regions of the Philippines are to be GCQ if not ECQ (modified version) and the decision to exclude some regions has been reversed.
Heard on the grapevine recently that two people were arrested returning from Cebu to Negros in their car.
