    MANILA, Philippines – Even under the most relaxed form of community quarantine, the elderly, children, pregnant women, and persons with certain health conditions are prohibited from leaving their homes save for work or essential activities.

    The national coronavirus task force made this change to the Omnibus Guidelines through its 43rd resolution, said Presidential Spokesperson Harry Roque on Thursday, June 4.

    "The old guidelines said every household member is allowed to leave their homes [under modified general community quarantine]. There was an amendment. In Resolution No. 43, it remains that youths aged 21 years old and below, seniors 60 years old and above, can't go out subject to exception of necessities and to work," said Roque in Filipino.

    Modified general community quarantine (MGCQ) is the phase after GCQ. During this phase, movie screenings, concerts, religious gatherings, sporting events, and non-essential work gatherings are allowed, as long as a 50% limit on venue capacity is observed.


    All types of business operations and establishments are allowed to open and face-to-face classes are allowed in schools.

    How to go from the sensible to the ridiculous.

    They seem to have no idea of 'balance' - trading off a low risk for the 'correctly attired' (face mask) to go out against the risk of substantial mental and physical healthcare needs in the future. But then, if most people pay for their own problems, it will not impact much on government finances.

    I have never (not yet) been pregnant but I cannot believe a long period of staying in one place can be good for the mental health of the women (with post-natal depression already being a problem when conditions are normal) or their physical health PLUS that of the babies.

    The economic impact (e.g. if dining-in becomes allowed but all 60+ are banned, as whole families may choose not to go if some members are banned) is all too obvious - to most.

    And why is the Lotto still closed? It is a revenue source - don't they need it? How many countries in the whole world have shut down their lottos? I am guessing about the same number that don't allow divorce.

    what has the last 4 months thought us ??????, that they change their minds as quick as they bury their head in the sand , and this can be changed again tommorrow, twice on sunday and thrice on monday, and especially that some of them make releases that never were agreed on, just doing their own thing, as anyone who jumps the gun here, never gets chastised or reined in, the only ones who get told off are the invisible individuals

    Presidential Spokesperson Harry xxxxx is just the mouthpiece, he too has his own agenda, but with the curveballs they are pitching now, would not like to see panelo at the plate, bases loaded, 1st time i saw him on tv, couldnt believe what he was up to or indeed what he was on about, every sentence ended in nooo it looked like the ventriloquist left him on stage and forgot him, looked like the bible version of Keith Richards

    I wonder how they can hold face 2 face classes if the under 21s are confined to quarters! Somewhat contradictory lol!

    Yet Duterte, with the agreement of the Secretary of Education, decreed no face-to-face classes of any kind until there is a vaccine.

    Additionally, as pointed out above, how can they have face-to-face classes if everyone 20 and under is confined at home? Face-to-face for college seniors and grad students only?

    If not so pathetic, this would be hilarious.

    with a bit of luck deterte forgot what he decreed before it's august.

    the home confinement of under 20s also doesn't really seem to be enforced anymore. Seeing many kids outside along the streets or even as passengers on scooters etc.

    Rules are like threats - make them and fail to enforce them and ones in the future become pointless.
