    I believe there are more economical, family and political ties to Cebu than to Occidental in Dumaguete. Just as there are more economical, family and political ties between Iloilo and Bacolod than to Dumaguete. There are some very valid historical and geographic reasons for this. The virus would likely move here much quicker from Cebu than Bacolod. I don't think it is a mistake or an oversight that Dumaguete is in the same regionas Cebu.

    I am thinking purely of geography - Occidental forms part of the same land mass as Oriental and so I assume the borders are more porous to people.

    I have come to the conclusion that the way Negros Oriental and the Philippines are handling the GCQ and reopening are not perfect but perfect was never an option.

    MANILA, Philippines – The Inter-Agency Task Force on Emerging Infectious Diseases has approved the gradual resumption of dine-in services in restaurants located in general community quarantine (GCQ) areas by June 15, 2020, Trade Secretary Ramon Lopez said on Thursday.

    Lopez said only 30 percent of the total capacity of restaurants, fast-food outlets, kiosks, and canteens will be allowed for dine-in operations

    So what is different about a GCQ rating on June 15 versus one on June 1? Maybe it was that they were watching the news this week and showing all of the farmers with rotting vegetables that they could not sell because of low demand based on restaurant closures.

    So no one can ride 2 up anymore, families that depend on a bike to get to work and school, and workers who shared gas money two up are now out of luck. Foreigners who take their partners or wives out now cannot... I don't think this is because of social distancing so why ? ... If you live with a person then why can they not ride on your bike ?
    Is this another law dealing with 2 up assassins like the helmet tinting law ... WTF

    Two people in a trike will have more chance of cross-infection and don't even have to be a family bubble, I assume.
