Tricycle Drivers Strike Starting Monday...Things to Consider

    This is the news link describing Monday's Strike and the get tough rule against back riders on motorcyles.

    Things to consider about tricycle drivers:

    1. Most of the drivers do not own the tricycle they drive but rent them on a day by day basis for P160 to P200. Someone else owns the tricycle and city franchise.

    2. Gasoline and minor repairs like flats are paid by the renter (driver)

    3. Each city licences tricycles and multicabs as a franchise going from terminal to terminal picking up and setting down along a route. A route is basically from a city market to city market with a terminal on either end vs versa. Terminal fees are paid for by the driver. Enforced Social distancing by the terminals restricts the number of riders allowed while fuel costs and terminal fees remain the same.

    4. Roaming tricycles while still offering express service are limited to one passenger. A Dumaguete licensed roaming tricycle can pickup a passenger in Dumaguete and deliver their passenger to Bacong or Sibulan legally but not pickup another passenger until they return to the Dumaguete city limits. Fares are negotiable for roaming tricycles.

    5. Motorcycles are the mode of FAMILY transportation and prohibiting backriders just enforces stay at home and hurts dine-in and shopping for food or medicine.

    On the topic one passenger per trike, why on earth would the authorities come up with that one where nothing seems to being issued re the Easyrides and the way they pack them in. Seems nonsensical to me.

    I still have not read anything from the National Government on this or as a policy from the IATF concerning Trykes. The Police Chief might need to be reeled in.

    This also hurts the family what are they supposed to do, two trykes to go shopping or two motorcycles? What about those that have handicapped people in their households that require assistance? Another ill thought out policy, or a policy that was not thought out at all.

    The President in his June 5th speech overturned the Cebu governments proposal to allow backriding. I don't understand Taglish but here is what he said on the topic in response to the Cebu governor's proposal. City mayors pick their police chiefs from a list of three names and local PNP follow the wishes of the mayor unless overruled by the President with his emergency powers.

    There must be 2 Dumaguete cities, because the one i was in this morning is continuing with the cram them in policy as regards passenger quotas in tricycles, I think its a crazy rule, but like lots of rules here that SOME people tend to jump out of their prams about, its never administered and the locals just carry on as per the norm.

    Duterte misunderstood the situation this time. As a lawyer he usually understands the balance. This time his concept of fairness does not apply across areas with different levels of infection.

    There should be a lower level of quarantine that allows backriders and other minimally contagious behaviors.

    This is a learning experience and now they should apply the lessons learned and come up with a new series of quarantine levels. Possibly 4 or 5 levels with the lowest allowing restaurants at 50% capacity, closed schools, backriding with family members, multiple family members allowed in a tricycle. This lowest level would be implemented where there are no cases of community transmission per city.

    Signs would be hung up at major intersections and road block displaying the current level of quarantine.

    Because there are no cases of local transmission, Dumaguete and many provinces would fall under this lower level. Backriding family members (stated only, no enforcement) would be allowed.

    I agree, I went out this morning too. Looked sort of like business as usual and of course the jeepneys were crammed full too. The 'strike' seemed to fizzle, lots of trykes on the roadways.

    I'm probably going to be assassinated for this, but maybe you all can help me understand the situation with "Tricycles" since they just seem to be slow moving deathtraps to me. I get people just have to be able to move about and this is a cheap method, but I haven't seen large packs of people walking down the middle of the highway, outside of a protest.

    Is there any policy that prevents them from driving down the highway at 30kph? I've seen a number of dangerous situations created by chains of vehicles following these turtles, reluctant to pass; even a guy doing 80+ in the wrong lane, passing between 9 and 12 vehicles in a row to get around the turtle. From what I've been told, these charge similarly to a Jeepney. I thought the "cheap" part was the only motivator until I heard the price is similar to a Jeepney, which seems to have no problems with a 60 kph+ speed.

    They can be difficult to manoeuvre around, but they DO fulfil a vital part in the city transportation system. Having been without own transport for 3 months on arrival here and many visits prior to that, I relied on them frequently. The drivers are normally very friendly and appreciate a small tip, for which they will mostly help with heavy shopping and give advice, or just a friendly chat.

    Don't forget that Monday is not a Dumaguete City quarantine pass day, so numbers travelling around the areas where trikes operate will be lower.
