tnx... i recently purchased a new mobile and 117 was preinstalled but it's looking like a visit to the local police dept or municipality for numbers might get you there faster..

According to the article you linked to in your first post, Duterte has replaced the 117 number with 911. The date on that article was

It is curious that they would still have the 117 pre installed on your phone. Of course it has only been two years and things take time.
