    PRESS RELEASE 2020 July 21 Only permanent residents can enter PH starting August 1, BI clarifies MANILA, Philippines - The Bureau of Immigration (BI) clarified that only foreigners with permanent or immigrant visas can enter the country starting August 1. "For the information of the public, the entry of foreign tourists, non-immigrant visa holders, and other categories of aliens are still prohibited. They will be turned back if they land in any of our ports of entry," BI Commissioner Jaime Morente said. The BI Chief issued the statement upon learning that immigration offices at the airports, and other field offices of the Bureau were being swamped with calls and queries from persons who wrongly thought that the country has opened its doors to all foreigners. "The resolution of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is clear - only foreigners with existing long-term visas will be allowed entry beginning August 1. So if you are not a permanent resident here, do not attempt to travel to the Philippines because you will be excluded and denied entry by our immigration officers," Morente said.

    They should clarify the status of SRRV visa holders overseas who wish to return. From their website, PRA defines SRRV as follows: “The Special Residents Retirement VISA is a special NON-IMMIGRANT (my caps) visa for foreign nationals who...”. Marriage 13A are “immigrant” visas and are therefore allowed as per this statement; SRRV is non-immigrant therefore seemingly disallowed, however it is permanent and I believe it likely is included in allowable visas but only from what I have heard from others. The way I read the statement, it seems that airlines might not issue boarding passes to returning SRRV visa holders or if they do, officials might turn them back.

    The dutch embassy in Manila says srrv is excluded from the categories that are allowed entry.

    Wow...excluded from allowed entries as the statement says. Some if those SRRV people have a deposit of $50K. Thanks for the info.

    I think the difference in treatment could be that those on 13A's are seen as immigrants who have made the commitment to the philippines and the wives and children of that union. Those who are on "monetary visa" ie, the $50,000 one, have only made a financial commitment which represents about one year of costs to live in the philippines with a wife and family. (Very close to the costs I experience over the last 20 yeas and rent is not included because we built a house.) However, I can understand the frustrations Ii guess if you find out aftr getting a "permanent visa which cost $50,000 that for the time being you will not be admitted back in.

    ✅ those who were issued non-immigrant visas under Section 13 of the Immigration Act (Section 13 series visa: a,b,c,d,e,g);

    ✅ those who acquired resident status under Republic Act 7919 or Alien Social Integration Act (RA 7919 visa);

    ✅ those who availed of Executive Order 324 or Alien Legalization Program (EO 324 visa); and

    ✅ native-born foreign nationals (Native-born visa)

    It would be interesting if all the people who were not let in went through the deposit refund process. You get the money back when you turn in the visa. If it looks like you cannot get in, well one good option would be to get the money back and I’m sure some will do that. Why keep money on deposit for no reason? Doing that will not send a message to anybody that the system is broken though; they likely don’t care.

    Excellent point but I would think risky because if you do that, although allowed, the authorities may not look to favourably on you next time you apply for what-ever. Although it could be argued that the "system" may not be good enough to join the two.

    Frankly I do not think that anybody is differentiating entry on the basis of commitment. More likely, they just forgot to include SRRV, especially since PRA is closed for the duration and who the heck cares anyway? In private enterprise it might be seen entirely as a business decision. Government does not usually think in terms of business and profit. Also, it is not a medical decision because the floodgates are open to marriage visa entries and those people are much more in number and carry neither more nor less risk of infection.
